Pykacz: The long-term trend is positive. This is a safe amount to keep. C) NEXT IQSA Biennial MEETING Khrennikov: The conference of IQSA could be organized together with the conference Foundations of Probability and Physics which is organized in Vaxjo each year. This has advantages and disadvantages. Mittelstaedt: This combination could enrich our conference by attracting experts from neighboring fields. Giuntini: The next IQSA conference could be at Cagliari, Sardegna, Italy. They could get a support 12,000 EUR, which is not enough for all expenses, but helpful. July is the best period (although it is quite hot). Levitin: Physicists have a meeting also in even years. What about shifting our meetings to odd years? Pykacz: The next IQSA Biennial Meeting should be in Cagliari in 2012. D) PROCEEDINGS Proceedings of QS08 Pykacz: His part of the volume is almost finished. D'Hooghe: More than one paper waits for revision, but they are supposed to be finished soon. Proceedings of QS10 Mittelstaedt: Foundations of Physics publish very fast. Khrennikov: They are not as fast when it concerns special volumes. Dvurecenskij: The speed depends mainly on the editors. Levitin: Nothing was promised concerning the Proceedings of QS10 and the editors. Navara: Foundations of Physics are strongly oriented to physical papers. Mittelstaedt: Also philosophy of physics is published there. Pykacz: However, not mathematics. Decision: S. Pulmannova and A. Dvurecenskij were assigned the guest editors of the Proceedings of QS10 in IJTP (which seems to be the only solution). (unanimously) Instructions: When submitting, do not forget to choose "Special issue IQSA10" (preliminary title). Extent: approx. 10/15 pp. per 20/40 min. talk Deadline: Oct 31, 2010 E) MISCELLANEOUS Pykacz: The treasurer and the secretary are unique persons with no substitute. It would be good to have somebody (officially invited) to help them in case of necessity. Greechie: The person helping the treasurer should be from Louisiana. (According to the law.) He may find somebody. Pykacz: B. D'Hooghe should find a person helping him with the work of a secretary. (He may decide.) Membership dues Greechie: There was not enough money for some people asking for support. Levitin: We need more money. Proposal: 40 USD/year. Schroeck: Proposal: 20 USD/year. Decision: 40 USD/year. (voting: 12/11) Schroeck: Some people abstained, this is not a majority. Pykacz: There are 35 members present. Voting by majority is not required by the Constitution. Decision: The fee is increased to 40 USD/year (full) (voting: 12/11) 15 USD/year (reduced) (voting: big majority) or the current equivalent in EUR. Pykacz: Problem: How to attract more people? Better advertising of our events. Other suggestions? (Several collected.) D'Hooghe: Organizing intermediate conferences in odd years could help. Navara: The awards could attract young people. Pykacz: This applies to those who already did something in this field. What about the others? Jenca: Funding is the primary problem. Greechie: The web pages could attract people if we change their contents. Dvurecenskij: Offers space for mathematical papers in a special volume of Mathematica Slovaca journal devoted to D. Foulis. Follow the instructions at www.maslo.editool.com (Category: Festschrift D. Foulis) Word of the new president (Giuntini): Our Association need to be relaunched. The variety of approaches is both a weak and a strong point. Many scientific problems remain when we leave the safe land of distributivity and lattice-ordered structures. Let us hope that we shall contribute to the quantum world. Levitin: We should develop a logo and an official letter head. Pykacz: Let us announce a competition. Giuntini: Also the appearance of the web page. It is possible to transmit some events on-line. (This could be used at the conference in Cagliari.) Navara: There were already several logos of IQSA suggested (already at QS96 in Berlin).

C) NEXT IQSA BIANNIAL MEETING It was decided that the venue of the IQSA Biannial Meeting 2010 should be Boston (proposal presented by Lev Levitin). D) PROCEEDINGS We intend to publish the proceedings of QS 08 in IJTP. This is still not acknowledged by the editorial board of the journal. Instructions will be specified later. Papers should be submitted by the end of September 2008. The editors of this volume will be Jaroslaw Pykacz and Bart D'Hooghe. E) AGENDA FROM THE COUNCIL The proposals from the Council meeting held on July 11th, 2006 require small modifications: If a personal responsibility is not specified, the President should ask the Council to start activity. F) MISCELLANEOUS Membership dues were confirmed in the height of USD 25 (full) USD 10 (reduced) Other currencies (if accepted by the treasurer) should be converted according to the current exchange rate. If someone paid the future dues in EURos, this will be recalculated so that the dues are paid for a longer period. Anatolij Dvurecenskij informed about the state of preparation of the 2nd volume of the Handbook of Quantum Logic. Authors of lectures from QS08 have the possibility to present their talks (slides or other related material). Bart D'Hooghe will put the links on the web pages of IQSA. Sonja Smets asks for extension of this system also to links to significant papers, photos, etc.. Mirko Navara recalled the intention to collect computer programs for specific tasks related to quantum structures. Decision about financial support for web pages management is left to the Council which will also specify the requirements.

We have to contact Karl Hellwig and decide who will serve as the European treasurer in the future. C) PROCEEDINGS The proceedings of QS 06 will be published in IJTP. Despite the preceding experience, we shall try the new editing system of the journal. D) NEXT IQSA BIANNIAL MEETING It was agreed that the venue of the IQSA Biannial Meeting 2008 could be Brussels (proposed by Diederik Aerts, announced by Bart D'Hooghe). E) AGENDA FROM THE COUNCIL The proposals from the Council meeting held on July 11th, 2006 were acknowledged after small modifications (see I) for the final text). F) BIRKHOFF-VON NEUMANN PRIZE It is suggested that the IQSA prize should be named Birkhoff-von Neumann Prize if the relatives of these originators of quantum structures agree. We shall try to contact them and ask them for a permission. G) BEST PAPER AWARD Starting from the next IQSA Biannial Meeting, the Best Paper Award will be given according to the following rules: 1. Applicants should be of the age under 40. 2. Application will be made by the registration of a talk and selecting the option in the registration form. 3. The members of the Council will attend the nominated talks and choose the winners (at most two). 4. The winners will be given a printed certificate, not a financial prize. H) HANDBOOK OF QUANTUM LOGIC Anatolij Dvurecenskij informed about the state of preparation of the Handbook of Quantum Logic and of its preliminary contents. Jaroslaw Pykacz expressed his doubts about the third volume devoted to Quantum Computing; this project exceeds the competence of the members of the IQSA. I) Minutes from the meeting of the IQSA Council, Malta, July 11th, 2006 1. The Council is responsible for choosing the location and time of the next Biennial Meeting. It will solicit bids from the general membership, although nominations of the site are acceptable at any time. 2. The local coordinator of each meeting will be in charge of the meeting, of course, but in addition the local coordinator will also be in charge of organizing to have a guest editor, with the consent of the council, for the submissions after the meeting. The Council will be available to act as the scientific committee in terms of organizing the refereeing of the submissions for publication after each Biennial Meeting. This committee may be expanded, at the discretion of the local organizers, for the purpose of refereeing only. Expenditures shall be made with the consent of the treasurer. 3. For your information only: We will continue publishing in I.J.T.P. for one more time (to check out the new system they have). 4. In order for the council to better perform its duty in choosing to whom to grant the distinction of being an IQSA (young researcher) Award Winner, the procedure will be as follows: a. A person who is a regular member of the IQSA will nominate. The nominator is responsible for providing the curriculum vitae for the nominee as well as a brief letter telling why the nominee is qualified. The nominee must have a (partial) record of distinguished research, the promise of further research, and should be a young researcher. Nominations should be sent to any member of the Council who will then transmit them to the other members of the Council. b. At some point, the Council will notify the general membership of the IQSA that it is accepting nominations for the IQSA (young researcher) Awards, and set a deadline for any nominations to be accepted for that 2-year period. A committee will be appointed by the President of the IQSA to organize this. It will be the responsibility of the Council to choose the award winner(s). In order to keep the awards meaningful, no more than two awards will be granted for any Biennial Meeting of the IQSA. c. Each Award winner will be required either to present a plenary talk on the research at the Biennial Meeting at which the prize is awarded, or if the Award winners are prevented from attending the meeting either by illness or by their job requirements, then they will provide a video recording on the material. The award will include partial funding for the award winner to attend the Biennial Meeting, if attending the meeting. d. A list of all Award winners will be kept and posted on the website of the IQSA. This list will contain the date on which each Award is given, the name of the Award winner, and a summary of the work for which the Award winner is responsible. 5. For your information only: The Council is empowered to grant other Awards such as for service to IQSA, life-long research, etc. 6. The IQSA is asked to allocate EUR 1000 (one thousand) for Mirko Navara to organize a team to use digital technology to - improve the website, - improve communications between members, - record the principal lectures at Biennial Meetings and make them avaliable to the membership, - create a bank of slides or papers associated with meetings available from IQSA's website (possibly through a link), and/or - look into the possibility of broadcasting lectures over the internet on an interactive basis.

Proposals for the future IQSA conferences: 2006 Brussels (Aerts, announced by Pykacz) 2006 Vaxjo (Khrennikov; good conditions and support of the university, but cheap accommodation is not available) 200? (Proposed by Navara and Greechie) The proceedings of QS 04 will be published in IJTP. Papers should be submitted to F. Schroeck within 2 months. The proceedings of QS 00/01 should be processed by IJTP within a few weeks. (Promised by Greechie) The proceedings of QS 02 are queued after the preceding. Change in the Constitution (suggested by Pykacz): Instead of "the ballots have to be distributed at least 2 months before the elections": "the ballots have to be distributed at least 1 month before the elections and they may be delivered electronically".

Schroeck: July 17th-22nd, 2004 Greechie: A charter flight (direct to Denver) could be considered. Recommended departure airport? Greechie: The conference fee will be $500, reductions could be discussed on personal basis. Agreed. Schroeck: student reduced fee should be announced, conditioned by IQSA membership. Aerts: people are encouraged to subscribe to the members' discussion forum and use it, as well as the bulletin board. Members could be registered automatically; it is agreed to do it this way. Proceedings of QS 2002: Svozil (chief editor): suggestion: distribution of preprints through Los Alamos laboratory (instructions will be found at QS 2002 web page) then the link should be sent to Svozil, voluntary refereeing process, (people who found interest in a paper will send a personal report to Svozil; referees of the remaining papers will be assigned), the accepted papers will appear in IJTP, Deadline: November 15th, 2002 Proceedings of QS 2000/1: Greechie: There are still about 10 papers waiting for the referees' reports; if you do not receive a message within 3 months, remind R. Greechie. Navara: Information about the negotiations with Kurt Goedel Society concerning a possible joint workshop. There is some interest in helding a small joint workshop, either in winter 2002/03 or much later (because of a big KGS conference). No precise plans were made so far. Coecke: Information of a possible Brussels workshop as a small intermediate conference. Mittelstaedt: If D. Aerts still has the money he talked about, he could organize even a bigger conference. We have to ask him. Suggested time is 2003. IQSA Prize for Scientific Achievement: Pulmannova (president): The prize committee needs more time for decision. Sorry. Pykacz: Suggested change of constitution: Instead of two months, two weeks before the General Assembly would be sufficient for distribution of ballots. Argument: e-mail allows it. Greechie: Objections: Some people travel and do not have regular access to e-mail. A change of a constitution has to be sent in advance, so this proposal can be acknowledged only by the next General Assembly. This proposal is registered for GA 2004. Jenca: People should be encouraged to upload their papers to the IQSA server. He offers to take care of this as well as classification of contributions to categories. 1. Report on the state of the budget by the treasurer: R. Greechie: ****************************************************************** We have $6800. Membership successfully defuzzified. We are a "tax exempt organization". This induces that each meeting must be reported to the US government. 3. Discussion in the general assembly: ************************************* D. Aerts suggests: - a system for presenting papers (preferably in PDF format) on the web and the creation of a chat room, - specialized course of quantum structures (this should be the first topic discussed in the chat room). R. Greechie: Some web services (e.g. the abstracts from the conference) should be made available to members only. R. Leporini: The possibilities of exchanges should be explored and announced on the web page. After some discussion it is decided that that a bulletin board will be opened that is freely accessible for members to post any kind of information that is interesting for IQSA R. Leporini: Members are encouraged to contribute to a list of open problems. Problems for students are also welcome. S. Pulmannova: Next IQSA conference: in 2002, probably in summer K. Svozil suggests Vienna. D. Aerts: This is a very attractive place; more expensive. J. Pykacz: K. Svozil is alone, while other organizers have the whole teams. A. Dvurecenskij proposes Liptovsky Jan, Slovakia. The advantage is that people remain together even after lectures. D. Aerts: Brussels is possible, but no support seems to be currently available. This is important to attract new people. R. Bishop: Avoid an interference with the congress Logic, Metodology and Philosophy of Science, August 2003 J. Pykacz: The decision (in case of term 2002) should be clear by September 2001. There already was a meeting in Liptovsky Jan. "Changing place is also attractive" (D. Lodge). D. Aerts: The director of Kurt Goedel Institute in Vienna proposed a joint meeting of these two institutions. J. Pykacz: Let us have a small joint meeting. J. Butterfield: Not only a small one. S. Pulmannova: We need more information and hence also more time. R. Greechie: In order to satisfy the requirements of US offices it is not good to elect new members immediately to the committee. Unanimously decided that candidates to committees must be members for at least one year. F. Schroeck: The application for money should be submitted at least one year in advance. One could apply to NSF, DFG, etc. D. Aerts: Now it is easier to get money for a workshop than for a conference. We should think of organizing a workshop within the scope of the conference. K. Hellwig: The support of DFG requires a support of the organization (IQSA). A. Wilce: The conferences should be better advertized (to AMS etc.). R. Greechie: This is possible, but we usually know it too late. M. Navara: Some institutions require different conference fees from members/non- members. K. Hellwig: This makes things complicated. F. Schroeck: We should distinguish between members in "permanent" positions and those which get retired etc. D. Aerts: Until now we tried to have the fees as low as possible. The regular conference fees should be higher in order to generate funds to run the conference. (A system of support for those members unable to pay should be created.) Decision: YES. But it is only a suggestion for the future organizing committee. J. Pykacz: An argument for: Some institutions do not have money at all. M. Dalla Chiara: An argument against: Participants in Cesena paid for the accommodation, but not the conference fee. F. Schroeck: There should be a very low fee for students. We should leave the fees to the local committee. I. Pitowsky: The danger is that it should not be discouraging for external funding. B. Legan: Suggests a questionnaire to find out what the situation is. R. Greechie: We have some (sufficient) information. K. Hellwig: We have to broaden our scopes to attract people from outside and get possibly also a support. The President, Maria Luisa Dalla Chiara, opens de meeting. She expresses her regret for the fact that the Vice President, Peter Mittelstaedt and the Treasurer, Dick Greechie, could not be present in Liptovski Jan: Karl Hellwig, de European assistant to the Treasurer, will replace Dick Greechie for this meeting. She welcomes all the members. Then she turns to the agenda. 1. Reading of the votes. *********************** The total number of votes that have been counted is 54 and the outcome is the following: David Foulis is elected for President. Diederik Aerts and Dick Greechie are elected for Secretary and Treasurer respectively. The newly elected Councillors are: Bugajski, Butterfield, Dvurecenskij, Mittelstaedt, Pulmannova and Harding. Cattaneo and Hellwig are elected as new members of the Nominating Committee. After this election the IQSA executive structure is the following: President: D. J. Foulis Vice President: M.L. He thanks the members for the confidence that they expressed in him and promises that he will give it back. 2. Discussion about the perspectives of the Association. The day before the general assembly the perspectives of the research field 'quantum structures' as conceived by IQSA were discussed during a forum organised by Springer, and therefore the President suggest that now the discussion may continue about the aspects of these perspectives more directly linked to the existence and structure of the association. Pavicic: what to do about the scepticism of the physics and philosophy community about the IQSA? Foulis: there is indeed a certain amount of scepticism of these two communities towards what happens in IQSA. I do not have a clear view for the reason for this and do not see immediately how to formulate a strategy to answer to this criticism. As mentioned already by Stanley Gudder during the discussion of yesterday evening, it would be good for IQSA to attract also scientists that are now working in newly emerging fields that are connected to our interests - such as quantum computing and quantum information. Aerts: We do not have to be too pessimistic. Some of the scepticism that we encounter is quite general and will always be there. It is the typical scepticism that the physics community always feels towards very theoretical fields. In my opinion the future will show quantum structures to become more and more important just because technology wants to manipulate energy and information ever faster and in ever smaller regions of reality. This technology will hence inevitably encounter - and this is happening already - the quantum problems. We should see that we do not get detached from this important technological development and indeed quantum computing and quantum information are important aspects of it. Busch: I think that it will be important to focus on the possibilities of addressing young scientists and making them aware of the research on quantum structures that is going on. The contact with, and recruitment of, young researchers will be crucial for the future of quantum structures research. Pykacz: I would like to make three remarks in this respect; (1) we should stop repelling the physicists from our research and hence get more close to real quantum structures again, (2) we should also join our efforts with the fuzzy set people, who have a big audience, also in the physics community, (3) why not organise some schools on topics of quantum structures, and here I join the remark by Busch, in this way we could attract young scientists. Dalla Chiara: The proposal of Pykacz to organise schools on different topics seems to me very important and interesting. And we perhaps do not have to pay too much importance to some of the scepticism, but better counter it with positive actions, like the organisation of schools for example. Another remark that has been made and that I would like to bring forward here is the following: it has never been decided officially, but there has been this idea to organise a smaller intermediate conference (the first took place in Brussels as a satellite conference and the second in Atlanta). Now this idea of a smaller intermediate conference is perhaps not a very good one. It has only negative connotation - small and intermediate - and it would perhaps be better to focus on the big biannual conference and to put the energy that has been gathered for the small intermediate conference into the organisation of workshops and schools. Workshops can be organised in different places on the initiative of the local scientists that are members of IQSA. They can do this under the umbrella of IQSA. And for schools we have to reflect about the possible formula's. The big biannual conference should then also make an effort to broaden the actual scope of IQSA by attracting other scientists that work in fields that interest us. Hellwig: A school could be organised together with the conference or together with a workshop. Also more efforts have to be made to inform our colleagues about the IQSA events and conferences. Students could be offered reduced rates to participate. Aerts: I find all these very good ideas, and indeed it is also internationally more easy to find money to organise a school than a conference. For example with the European community. Beltrametti: I agree completely. It would be very good for IQSA to make an effort to attract the young people and the organisation of schools would be a good way to do this. We could also try to find money with Nato for example.
