    Now that the Regional Science Conference in Philadelphia and the location modeling sessions have faded to a pleasant memory we would like to remind you that a special issue of Computers & Operations Research is planned.
    The editors will be pleased to consider all contributions that were presented in the “location” sessions at the conference as well as contributions from colleagues who were not able to participate in the conference. Papers in closely related areas such as spatial competition, nature reserve design, routing of pipelines, & similar topics are also eligible.

    Sad news A.Vazsonyi (E.Weiszfeld)

    Dear Friend of Andy Vazsonyi,

    My father, Andrew Vazsonyi, died this week at 1:30 am on Thursday morning. He suffered a massive stroke, became immediately unconscious, was taken to the hospital, and passed away 2 hours later. His death is a tremendous loss to me, and family and friends who have who have enjoyed his company.
    As my father would no doubt have pointed out, there is more than one side to this story, Despite our loss, he left this life in a way the he would have chosen, dying rapidly, with little pain or disability.

    This feature issue focuses on the significant advances that have been observed in the field of Location Analysis over the last few years. Location Analysis is an interdisciplinary field involving, among others, mathematical programming, meta-heuristics, multi-criteria analysis and computational geometry. Researchers who wish to mark their presence in the current state-of-the-art of Location Analysis are invited to submit four copies of their papers to one of the guest editors.     Single-Facility Location Problems with Barriers

    Growing transportation costs and tight delivery schedules make good locational decisions more and more crucial in the success or failure of industrial and public projects. The development of realistic location models is an essential phase in every locational decision process. Especially when dealing with geometric representations of continuous location model problems, the geographical reality must be incorporated.

    This text develops the mathematical implications of barriers to the geometric and analytic characteristics of continuous location problems. Besides their relevance in the application of location theoretic results, location problems with barriers are also very interesting from a mathematical point of view. The nonconvexity of distance measures in the presence of barriers leads to nonconvex optimization problems. Theoretic as well as algorithmic approaches are developed to overcome this difficulty. Depending on the barrier shapes, the underlying distance measure, and type of objective function, different concepts are conceived to handle the nonconvexity of the problem.

    The time has come for you to run ...

    With this letter we are inviting all participants of both EWGLA Xii (Barcelona, 2000) and EWGLA Xiii (Volos, 2001) to submit their papers for publication. Accepted papers will be included in the special issue of Studies in Location Analysis on EWGLA12 and 13.

    Submissions should be sent directly to Yorgos Photis ( yphotis@uth.gr ) in Postscript, PDF, Microsoft Word or LaTex format. Please pay attention to the above since we will not be able to review any other formats. At later stages and for the final publication all electronic manuscripts will be requested in LaTeX and Microsoft Word format only.

    This is a very late call so as we mentioned in the beginning of this e-mail, we have to speed things up a little. After all, from what we agreed in Volos, we should be ready since January 31st...

    So here are the important dates:

    Individuals working on any aspect of location theory or practice are invited to present their results at the ninth International Symposium on Locational Decisions. This conference is the major triennial meeting of scientists in the field of locational planning & modeling.

    Following an old tradition, the conference will take place in two locations: the first three days we will be in Fredericton, the capital of New Brunswick, Canada. From there, we transfer to St. Andrews, a beautiful resort town on the Bay of Fundy.

    Networks & Spatial Economics (NETS), a new journal whose first volume of four issues will appear in 2001, invites authors to submit high quality manuscripts related to all aspects of infrastructure modeling and computation.
    NETS was established in direct response to the increasing recognition that there are substantial similarities in the operation, control and analysis of various types of infrastructure systems. By bringing together, under a single Editorial Board, application areas heretofore generally treated as distinct, NETS aims to publish research that recognizes the interdependency of transport, telecommunications, information, power distribution and water resource infrastructures. At the same time NETS will also publish original analyses of specific aspects of individual infrastructures.
    NETS will give special emphasis to dynamic phenomena and new results in nonlinear systems theory applied to networks and the spatial continuum.
    Already in progress are several NETS special issues that document the current state of knowledge in spatial economic dynamics, traffic flow theory, dynamic traffic assignment, energy distribution and pricing, GIScience, micro-simulation, telecommunications networks, the Internet and other areas. These special issues are meant to serve as primers for scholars from other applications areas and to, thereby, facilitate the transfer of ideas and mathematical methods between traditionally distinct fields of inquiry.
    Although proposals for additional special issues will be given serious consideration, NETS is now emphasizing contributed papers. You, your colleagues and your students are encouraged to submit manuscripts based on your research and scholarly activities.
    The NETS Editorial Board is truly excellent. The Editors, Advisory Editors and Area Editors are all scholars of the first rank who have published in distinguished peer-reviewed journals and are known for their objectivity in editorial matters. In a few cases, young scholars of unusually high-promise have been appointed as Area Editors when nominated by at least three senior Board members.

    Position Statement for Transportation and Location Modeling (DRAFT)

    The areas of transportation and location modeling provide excellent opportunities for innovative research. The journal welcomes papers in these areas with a preference towards papers that explore new applications, new models and theoretical results for these applications and models. Examples of new innovative areas include, but are not limited to,
    (1) intelligent transportation systems that give truckers instantaneous knowledge of travel conditions and costs,
    (2) distribution and logistics management of container cargo,
    (3) categorization and development of models for strategic, tactical and operational transportation/location decision-making are topics of current interest.
    Modeling the inherent uncertainty in transportation and location applications is of interest, as are the solution of large-scale problems in these areas.
    Finally, the interplay between location and transportation is of great interest. For example, integrated models, such as those needed for the design and analysis of supply-chains, that simultaneously consider location and transportation logistics and costs are of current interest.

    Announcement of the

    EURO Summer Institute (ESI) XX

    Grainau, Germany, August 23 - September 1, 2002

    Theme : Supply Chain Management and Advanced Planning

    Scope
    Nowadays competition not only between individual companies but between entire supply chains is getting into the focus of business leaders. Supply Chain Management which deals with the integration of organizational units and coordination of flows along a supply chain offers potentials for lead time reductions, customer service enhancements, and improved cost effectiveness and hence is seen as a major source of competitive advantage. How can OR contribute? One way is to further develop Advanced Planning Systems and concepts such as e-procurement. But there are many more facets and issues in Supply Chain Management - and we are very interested in your contribution, regardless whether it is more conceptual, model based or algorithmic. EURO Summer and Winter Institutes (ESWI) are organised to encourage good social and working relationships among promising young OR scientists in Europe. One important purpose of a EURO Institute is to establish a network of promising young researchers (normally aged 25-35) who will continue to work together in future, e.g. as a working group. The participation is limited to a group of about 25. Participation is an honour and a person can be a participant in an ESWI only once in her/his career. Applicants should submit an unpublished paper within the theme of the Institute together with their curriculum vitae to their National OR Society. Each National Society of EURO will then select one (eventually two) candidate(s) and submit the information to the chairperson of ESI XX. The scientific committee will make the final choice of the participants.

    Activities
    At the Institute there will be lectures given by invited speakers, but the main emphasis will be on the participants' presentations and on the discussion about the papers. A special issue of EJOR (European Journal of Operational Research) will be prepared based on papers presented at the Institute. EURO considers the social activities to be most important for the success of the ESI, since it is through these activities that friendships can develop and a scientific network can be established for cooperation in the future. For this purpose, the organisers of this German ESI will prepare a varied social program including tours and visits (like Zugspitze or Schloss Neu Schwanstein).

    Location and expenses
    ESI XX will take place in Grainau, a lovely village with a magnificent view of the German Alps. The cost of stay at the ESI (scientific programme, accommodation, meals, and social activities) is covered by EURO, the German OR Society, and other sponsors. The participants will have to cover the costs of travel to Grainau. However, EURO encourages the National OR Societies to give support to their participants to cover these costs.

    Call for Submissions – UPS-SOLA Dissertation Award.

    Section on Location Analysis (SOLA) of INFORMS wishes to announce a call for submissions for the bi-annual "UPS-SOLA Dissertation Award" given to the author of the best dissertation in the area of Location Analysis.

    Dissertations written in English, completed between July 1, 1999 and June 30, 2001, and dealing with issues related to facility location are welcome. Students from all disciplines such as Management Science, Industrial Engineering, Geography, Economics etc. are welcome to apply.

    Report on the EWGLA 12 meeting, by organiser Daniel Serra.

    The XII EURO Working Group in Locational Analysis took place in Barcelona from december 14 to 17, 2000. The meeting was organized by Daniel Serra and hosted by the Institut d'Estudis Territorials (Institute for Regional Studies) and the Department of Economics and Business, both from the Universitat Pompeu Fabra.
    More than 50 papers were presented at the meeting related to Location Theory and modeling in only one scheduled session, to have maximum exposure and discussion.
    The attendants came from heterogeneous background: economists, mathematicians, engineers, geographers, operations researchers, and even a philosopher!
    Several countries were represented: Spain (of course), Belgium, Italy, Netherlands, Japan, UK, Canada, USA, Chile, Russia, Portugal, Greece, Turkey and Israel among others.
    During the meeting it was decided that the next one will take place in Greece, and Yorgos Photis will take care of the organization. Good luck Yorgos!

    A message of Trevor Hale SOLA



    SOLA and EWGLA location colleagues worldwide:

    At the INFORMS conference in Philadelphia last November, Joy pulled me aside and asked me about the possibility of resurrecting "Locator", the SOLA newsletter that was once mailed from Alberta, Canada to the SOLA membership (thank you, Erhan, for your tireless efforts). I told Joy that I would look into it.
    Last month, SOLA applied for an ISSN number for "Locator: ePublication of Location Analysis." Once this process is completed (a few more weeks I'm told), Locator will be "resurrected" in, as the subtitle implies, electronic form. The electronic format of "e-Locator" will be a mix of HTML and Adobe PDF.
    This email is to invite all of you (and any of your colleagues, students, friends, or other interested parties) to submit a small biography and/or a (non-refereed) "feature article" for the "first" issue.
    For the biographies, which will hopefully be part of a larger "Meet your Location Colleagues" section, I ask that you email me a small [lastname].txt file that includes (at least!) the following: Name, Title, Company/University, Mail address ,Email address, Web page URL, Phone number, Location interests, Other interests, Favorite quote
    The contact information above is, by all means, optional and won't be sold, rented, or given away to anybody. If you'd like, you could even send a small picture file (please name it appropriately). Send your [lastname].txt bio and your [lastname].gif/jpg/pic/bmp picture files as email attachments to me at sola@bobcat.ent.ohiou.edu .
    For the "feature articles", I ask only that you send them to me as both an attached (again to sola@bobcat.ent.ohiou.edu) PDF file (if you do not have access to Adobe Acrobat contact me) as well as attached Microsoft Word file (or at least an RTF file - again, contact me). The "feature articles" can be anything you want them to be, just so long as they are location science related. Depending on the logistics and the response rate, I may hold a random drawing (read: have one of my graduate student's learn about drawing samples from a finite population without replacement) to determine which "feature articles" will be a part of Volume 1 Number 1 and which will be part of V1N2, V1N3, V2N1, etcetera.
    The first issue will also include a spiel by the president of SOLA as well as a tribute to Bob Love, the 1999 SOLA Lifetime Achievement Award Winner. So make your plans now and be a part of this millennium's first ePublication dedicated to locational analysis.
