The Research Group Fundamental Rights & Constitutionalism (FRC) at the Vrije Universiteit Brussel coordinates and centralizes the many human-rights linked research projects in the law faculty. Both theory of human rights, national human rights law (constitutional law, criminal law, civil law, …) and international human rights law are brought together with the objective of engendering and stimulating integrated human rights research projects.

Abstract: This paper builds upon earlier work in which we identified, both at the EU and the international level, proposals for more cooperation between the private sector and law enforcement agencies (LEAs). The paper searches for legal provisions safeguarding citizen’s rights when confronted with these public-private collaborations. The contribution mainly focuses on data protection provisions. The main finding is that the area of cooperation between the private sector and LEAs strongly resembles an “area in between” regulations. - Key words: police cooperation; European Union; Treaty of Lisbon; law enforcement ; private sector; transborder access; Europol
