partners. Bijeenbrengen en vergelijkbaar maken van gegevens over
de samenstelling van de werknemerspopulatie in de metaalsector,
samen met de evolutie van de lonen en de produktiviteit over de
laatste twintig jaar.
TESA-contributions
to the European Industrial Relations Observatory
The European Industrial Relations Observatory (EIRO) is based
on a network of leading research institutes from 16 different European
countries including all EU member states plus Norway. The work of
EIRO is co-ordinated by the European Foundation for the Improvement
of Working and Living Conditions in Dublin. The participating Belgian
national centre in the EIRO-network, consists of a partnership between
Institut des Sciences du Travail from the Université Catholique
de Louvain and TESA. The central aim of EIRO is to collect, analyse
and disseminate high quality and up-to-date information on key-developments
in industrial relations in the countries of the EU (plus Norway)
and at European level. The national centres of EIRO provide reports
and analysis of recent developments in industrial relations in their
home countries on a monthly basis. Thereby EIRO makes a distinction
between articles with more background analysis ('features') and
more shorter factual information ('in brief'). All contributions
from the national centres are collected in a database which is the
core of EIRO's operations. These contributions can be found on the

Tour Project
Background: In december 1999, a new TEMPUS project - SILKTOUR1
- organized by the Vrije Universiteit Brussel and its partners ESTB
(Escuela Superior de Turismo de Baleares) and the University Abhail
Khan of Kazakhstan was launched under the promotion of Prof. Dr.
Jacques Vilrokx and Prof. Dr. Livin Bollaert. Objective: The major
objective of this new project is the creation of a one-year post-graduate
course in European Travel and Tourism Business Skills in Kazakhstan
that permit the integration of Kazakh Travel and Tourism Business
in the European Business environment.Outcome: the achievement of
necessary business skills by future managers in kazakshtan in order
to run adequately and efficiently in a trans-national environment
any travel and tourism enterprise. Means: Combining open distance

ToHostCA
TEMPUS Project
On the wake of the Bologna Process, after the signing of the Bologna
Declaration in June 1999 by the Ministers of Education from 29 European
nations, ToHoSt-CA (Tourism and Hospitality Studies in Central Asia)
is conceived as a multiplier project whose main goal is to disseminate
the results and the good practice of previous Tempus Tacis projects
in the field of Tourism. Through dissemination activities, ToHoSt-CA
attempts to create a homogenized and common structure of readable
and comparable degrees and other related features in five Higher
Education Institutions (HEI) from three Central Asian (CA) countries.
Moreover, this project contributes to promote the use of Information
and Communication Technology (ICT) for learning and teaching purposes
by elaborating and delivering common online courses. Improving quality,
promoting mobility and introducing ICT in the teaching/learning
process are part of the commitment to sustain a continuous curriculum
development in New Independent States (NIS) and Mongolia.

Facilitating
employment opportunities for low-qualified youngsters in the service
sector
The "Priorities of the Brussels Capital Region" defines
in chapter 9 employment as a central theme for the governments'
policy. More specifically, the document states that the employment
of the inhabitants of Brussels, among them the low-qualified and
the young people, should be evaluated regularly. The proposed research
project is designed as a contribution to such an evaluation.
The service sector in Brussels constitutes, for general and particular
reasons, one of the most crucial problems in the smooth functioning
of the labour market. We concentrate on that sector of the economic
activity. Precisely in the service sector, where low-qualified and
flexible jobs abound, offer and demand on the labour market is highly
unbalanced. Many job opportunities for low-qualified youngsters
are available in the service sector and at the same time unemployment
among youngsters (18-25 year) in the Region of Brussels is very
high. Working conditions and ethnicity are largely responsible for
this mismatch.
A multitude of (re)training and work initiatives has addressed this
labour market integration issue but a general social and economic
cost-benefit assessment is not available. The research question
could, thus, be phrased as follows: "is it possible to integrate
in a systematic way the accumulated scientific knowledge, practical
expertise and policy insights in order to detect "best practices"
that could offer more sustainable results than have been obtained
until now?"
For this research we selected twenty organisations which can be
situated in the process of intermediation towards employment and
which will be evaluated in terms of a swot-analysis. Geographically
they are located in one of the four municipalities who are facing
the most economic, social and structural problems. We selected ten
French and ten Dutch projects. A step in our analyses is an annotated
bibliography, which will be actualised during the research (working
paper 1).
Based on scientific knowledge and additional analyses a paper was
produced focusing on the specific situation of the Brussels labour
market (working paper 2). This working paper served as the basis
for a round-table conference organised on June 5, 2002. For this
conference we invited representatives of the government, employers'
federations, association of labour unions, specific Brussels organisations…
. The results of this conference will be integrated in our final
report. A next conference is planned at the end of this year.
