Introduction

This L&C Talk will consider the legal regime applicable to search and rescue activities by NGOs at sea. In the last few years NGOs have entered the maritime arena in order to fill in what they identify as a gap in humanitarian policy vis-à-vis migrants at sea. While initially appreciated by many, NGOs have more recently been criticized and hampered in their activities: Italy adopted a Code of Conduct for NGOs limiting their action radius and methods, while the Libyan coast guard has taken a hostile stance during operations at sea

Bibliographical note

Kristof Gombeer is a PhD candidate at the VrijeUniversiteit Brussel and Leiden University. His research focuses on the interaction between the law of the sea and human rights law. His thesis looks particularly at maritime migration in the Mediterranean and how jurisdiction for human rights purposes is established on the high seas.
